TRACK 07: Dealing with Urban and Rural Decline: Interplay of Actors and Responsibilities

Planning as profession and institution was established as a means how to manage growth. Now the dwindling population growth and stagnating economies in many of urban and rural regions make planning to cope with decline. To manage and, possibly, to reverse the decline, a collective action of various public and private actors is recommended. Which actors should be involved in dealing with urban and rural decline, which roles they should play and which competences and responsibilities they should regain and what should be their good response?
